The Office of Teacher and Leader Development (OTLD) offers a limited number of vouchers to support educator candidates as they progress toward New York State certification.

Beginning September 15, 2026, eligible candidates with demonstrated financial need may apply for one of the following:

• NYSTCE Registration Voucher to assist with the cost of registering for a (NYSTCE); or
• NYSTCE Right Start Learning Course Voucher to access an eligible designed to support preparation for an NYSTCE.

Eligible individuals may receive one NYSTCE voucher of each type, either an Exam Registration Voucher or a Right Start Learning Course Voucher, per academic year. We review voucher requests based on candidates' progress toward certification and demonstrated financial need. Voucher availability is limited, and submission of a request does not guarantee that a voucher will be issued.

Candidates enrolled in a New York State educator preparation program are encouraged to contact their institution first about the availability of NYSTCE Registration Vouchers.
