General Information on Educator Evaluations
Educator Evaluation Guidance
The purpose of this guidance is to answer questions that educators, administrators, and community stakeholders may have about the evaluation system under Education Law §3012-d as amended by Chapter 59 of the Laws of 2019, and Subpart 30-3 of the Commissioner’s regulations.

LEAs are required to submit their completed educator evaluation plans aligned with §3012-d as amended into the The Department reviews each plan to determine if it rigorously complies with the Education Law and corresponding subpart of the Rules of the Board of Regents.

Student Performance Category
Under Education Law 3012-d, as amended, the required subcomponent of the Student Performance category for all teachers is a Student Learning Objective (SLO). For principals, the required subcomponent of the Student Performance category is either an SLO or an input model. SLOs are developed locally, consistent with the Commissioner’s goal-setting process.
New York State Student Learning Objectives (SLO) Guidance
This document is meant to provide support and guidance to those involved in such work under Education Law §3012-d as amended by the Laws of 2019. Users will find the same type of foundational information around required elements and scoring parameters that was included in previous guidance documents, alongside tips and considerations stemming from field input. In addition, users will gain insight into SLO calibration sessions and audits that can be used to increase the quality and fidelity of implementation, until a STEPS Plan is developed and implemented.

Input Model Guidance for Principals
Under Education Law §3012-d, educator evaluations are based on two categories – student performance and observations. Within each category, there are both required and optional subcomponents. For principals, the required subcomponent of the Student Performance category is either an SLO or an input model. This guidance document is intended to assist LEAs in exploring an input model for principals.

Student Assessments
This webpage lists Approved Student Assessments for use by School Districts and BOCES in Teacher and Principal Evaluations under Education Law §3012-d as amended by the Laws of 2019.
The New York State Education Department continues to accept applications for qualifications for State-designed supplemental assessments and/or assessments for use with SLOs to be used by LEAs in teacher and principal evaluations as part of their implementation of the educator evaluation system.
