Level 1 Host-Child (L1HC) Application and Relationships Processing

Overview

A Level 1 Host-Child (L1HC) relationship consists of a Level 1 (L1) regional data center or 鈥渉ost鈥 that provides data services for a Local Education Agency (LEA) or 鈥渃hild.鈥 The L1 host center collects, validates, and moves data from the LEA鈥檚 data system to the Student Information Repository System (SIRS), the state data warehouse.

An L1HC relationship:

  • Establishes and maintains access to 小妲己直播 applications including , , , and
  • Enables hosts and LEAs to review, modify, and verify data
  • Authorizes L1 hosts to submit SIRS data from the LEA into the Level 1 Container (L1C), the SIRS staging platform.

A Level 1 鈥淗ost鈥 is a regional data warehouse, a Big 5 City School district that submits data directly, or a third party approved or contracted to move data. The process typically consists of collecting data at the local level (Level 0, or L0), validating those data at the regional level, moving data to a regional warehouse, and then submitting data to Level 2 (L2), the SIRS.

A 鈥渃hild鈥 or hosted LEA is a district, charter school, BOCES, nonpublic school, state agency, or state-operated institution that holds accountability, instructional, and reporting responsibility for students. 听Managing L1HC Relationships

By default, L1HC relationships carry forward every school year. In the period between school years when the state data warehouse closes, typically from mid-August until early September, Level 1 hosts must:

  • Verify the SED or BEDS Code of each hosted LEA
  • Remove LEAs they are no longer hosting, or have closed
  • Add new LEAs that have contracted for services.

The 小妲己直播 Relationships table identifies the official host relationship for system access and ownership purposes. The L1HC application updates this table in real time, so L1s can immediately submit NYSSIS ID requests for any newly hosted, approved LEAs. The Level 2 Access Control List (ACL), which determines which entity is authorized to submit data, may require up to 48 hours before data for newly added LEAs can be loaded.
