Extended School Day / School Violence Prevention (ESD/SVP)

The state-funded Extended School Day/School Violence Prevention (ESD/SVP) Program supports school districts and eligible not-for-profit community-based organizations in implementing comprehensive programs that promote student achievement, well-being, safety, and positive school climates. Funding supports extended school day programming provided outside the regular school day and school violence prevention strategies implemented during the school day. Funded programs are expected to respond to identified student and community needs and provide safe, supportive, and engaging environments for students. Priority consideration is given to applicants serving high-need schools and communities.

The goal of the ESD program is to provide extracurricular enrichment activities that address the following domains: academic enrichment, social-emotional learning, arts and culture, physical health and wellness, community and civic engagement, and violence prevention, which will contribute to increased student achievement and school violence prevention.

The goal of the SVP program is to incorporate safety measures, such as secure corridors, diversity programs, collaboration with law enforcement and community organizations, and the use of safety technologies, including metal detectors, intercom systems, and other communication devices, to increase school security and the safety of school personnel and students by addressing the program’s prescribed objectives.

Legislative Authority: : Omnibus school violence prevention grant program.

The primary purpose of the Extended School Day/School Violence Prevention (ESD/SVP) Program is to award competitive grants to provide support to students through extended school day activities and/or school safety programs that promote violence prevention. Programs must demonstrate consistency with the school safety plans required byÌý and should not displace existing school district after-school funding.Ìý

Under State Education Department bill S4598D, school-based and school-affiliated anti-gun and anti-violence programs are now eligible as school safety activities under this grant.

Required Reporting

Mid-Year Reports

The Mid-Year Report is to be received by С槼ºÖ±²¥ no later than January 31 every year. The Mid-Year report shall cover the period from July 1 through December 31. This report, as prescribed by С槼ºÖ±²¥, outlines progress made toward meeting objectives, specifies initial expenditures, and provides details for any submitted FS-25s.

Annual Reports

The Annual Report is due by September 15 of the following year and must cover the full program year, from July 1 through June 30. This report, submitted in ÌýSurvey Monkey Apply (SMA), specified by С槼ºÖ±²¥, provides a detailed account of the grantee’s progress in achieving the objectives, activities, and expenditures related to the ESD and/or SVP program.

Student Participation Roster Report

For ESD programs, a roster of student participants, including their names and the total hours of program participation, must be submitted to С槼ºÖ±²¥ by July 15 in years 2–5 of the award period. At a minimum, grantees are required to maintain an enrollment form and parental permission on file for each participant. To qualify as a participating student, attendance records must reflect at least 15 hours of participation during the program year.

This report must be submitted through the Go Anywhere Portal. Please contact the ESD/SVP Program Office for questions regarding access.

Self-Assessment and Independent Evaluation

ESD and SVP grantees must use a research-based planning and self-assessment tool. This tool should be used by representatives of all stakeholders involved in the program to self-assess their program’s quality improvement and planning efforts, which will help their school violence prevention efforts achieve the desired outcomes.

For ESD programs, the program Quality Self-Assessment (QSA) Tool, a research-based planning and self-assessment tool developed by the New York State Network for Youth Success (NYSNYS), must be used by representatives of all stakeholders involved in the program to promote program quality.
